The “Safe Cop” program was recognized by Congress in 1995 as a NPDF law enforcement initiative that posts up to a $10,000 reward for public information leading to the arrest and conviction of any person that shoots a law enforcement officer. It was the “Safe Cop” program that was credited for the information that lead to the arrest and conviction of the murderer of Orange Police Officer Joyce Carnegie.

The NPDF has seen a serious increase of armed assaults nationwide on police that have resulted in the unfortunate deaths of many dedicated law enforcement officials.

The “Safe Cop” criteria for reward payment mandates a conviction for the armed assault of a law enforcement officer and a prosecutor's certification that the public information was instrumental in the arrest and conviction of the defendant.

Deputy Sheriff Paul Rein

Deputy Rein had served with the Broward County Sheriff's Office for 20 years. He is survived by his son, a retired Davie Police Department officer and his stepson, a Coconut Creek police officer.

Deputy Paul Rein was shot and killed by a prisoner he was transporting in a medical van to the Broward County Courthouse
Deputy Rein was overpowered during the transport, even though the prisoner was restrained. After the shooting, the prisoner dumped his body in a night club parking lot. After disposing of the van, he was taken into custody by members of the Hollywood Police Department. The prisoner was serving two life sentences for strong-armed robbery at the time.

The suspected killer of a Broward Sheriff's deputy was captured by Hollywood Police outside a pawn shop on Hollywood Boulevard, Sheriff Al Lamberti said Wednesday. Michael Mazza is accused of ambushing and killing Deputy Paul Rein, 76, who was taking the suspect to the Broward County courthouse Wednesday morning.

On January 7, 2007, Paterson PO Tyron Franklin was killed in the line of duty attempting to arrest an armed suspect at a local restaurant. A $10,000 Safe Cop Reward was posted that helped authorities apprehend the suspect.
